Driving the Knowledge Economy

Africa stands at a pivotal moment in its development trajectory. The continent possesses one of the world’s youngest populations, abundant natural resources, rapidly expanding digital connectivity and an increasingly dynamic scientific community. Yet these assets have not translated into proportional technological leadership or economic competitiveness. Most African countries continue to rely on imported technologies, while research outputs remain insufficiently transformed into industrial innovation, high-value products and evidence-based public policies.

The comparative analysis of the 54 African countries demonstrates that, despite differences in institutional arrangements, a common vision is emerging: science, technology and innovation (STI) must become a central pillar of economic transformation, industrialization and sustainable development. National priorities increasingly converge around artificial intelligence, digital transformation, food security, renewable energy, climate resilience, health and biotechnology.

However, governance remains fragmented. Responsibilities are often dispersed across ministries, research institutions operate in isolation, innovation financing is limited and links between academia, industry and government remain weak. At continental level, numerous initiatives exist, but coordination mechanisms are still insufficient to fully leverage Africa’s scientific potential.

What governance mechanisms and collaborative frameworks are needed to strengthen coordination among African research and innovation institutions, maximize collective impact, and contribute to the objectives of Agenda 2063?

National Council for Scientific Research and Technologies (CNRST, Algeria)

Algeria’s research and innovation governance operates through a dual institutional framework. The National Council for Scientific Research and Technologies (CNRST), reporting to the Presidency of the Republic, provides strategic guidance, policy coordination and evaluation of the national research and innovation system. The Ministry of Higher Education and Scientific Research is responsible for implementing national policies through universities, research centres and competitive research programmes. National research priorities address food security, agriculture, water resources, public health, desertification, renewable energy and environmental sustainability. Government policy aims to strengthen research governance, improve scientific infrastructure and expand international scientific cooperation. The long-term objective is to increase the contribution of research and innovation to economic diversification, climate resilience and sustainable national development.

The National Research Foundation (NRF) supports research excellence and human capital development, while the Council for Scientific and Industrial Research (CSIR) conducts strategic and applied research for industry and government. National priorities include artificial intelligence, biotechnology, advanced manufacturing, renewable energy, health, space science and climate change. Government policy emphasizes innovation-led industrialization, technology commercialization, international collaboration and research infrastructure to strengthen competitiveness and drive inclusive socio-economic development.
