The National Strategy “Innovation.Algeria-Horizon2027” aims to provide solutions to the main challenges hindering the establishment of an effective innovation ecosystem capable of fostering synergies within the quadruple helix. There is a strong commitment to developing a roadmap with realistic and quantifiable (KPIs) sector-specific solutions, highlighting local specificities and translating them into concrete actions, in accordance with the priorities defined for the short, medium, and long term.

The launch of major, unifying projects in the fields of energy, agriculture, transportation, health, water management, housing, mining, and the digital transition is helping to solidify the goal of reaching a GDP of $400 million by 2027. Innovation, the true driver of economic growth and social well-being, must gain greater visibility through widespread public adoption. Talented individuals from here and abroad are demonstrating great ingenuity and creativity in fostering the emergence of an ecosystem with strong growth potential, where startups and spin-offs will serve as effective tools thanks to their flexibility, agility, and ability to adapt quickly to the rules of an ever-changing market.

With the support of experts, government departments, major industrial groups, and representatives from socioeconomic sectors, Algeria is continuing its policy of developing sector-specific innovation strategies through innovative approaches. Tools such as brainstorming, design thinking, and the organization of hackathons and challenges are the preferred means for stepping outside comfort zones and breaking away from conventional approaches, thereby stimulating creativity and competitiveness in SMEs and small-to-medium-sized industrial firms, including very small businesses. In-house (or mixed) workshops and hackathons will continue to be organized in close collaboration with the sectors and companies that contribute to their funding. Regional events bringing together innovators, startups, corporate executives, students, and researchers to identify and uncover promising avenues for innovation appear to be a sound option, as demonstrated by the hackathons held in Adrar, Algiers, and Oran. Consultation with ministerial departments and representatives of several major companies will help further refine this approach, which holds promise for generating results with socioeconomic impact.

Short-term actions should consist of research and innovation activities that will be implemented and produce an impact within three years. Medium-term actions will be planned to achieve tangible results within a period of three to six years, while long-term actions will be scheduled for a timeframe of six to ten years. Furthermore, some actions will be ongoing, while others will be time-limited.

The participation of holding companies, employers’ associations, and major national corporations, as well as public-private partnerships, are all essential elements for ensuring the credibility and visibility of this collective effort, which we aim to be united, inclusive, and coordinated in order to achieve the goal of a GDP of $400 billion by 2027.
